try "de.aminet.net" (the German, and main Aminet site). You can also use
"ftp.uni-paderborn.de" to access that site. All the major mirrors are online
24/7 normally, unless they die, which they've been doing quite a bit in the
last couple of months.
Maybe you've set the timeout in your FTP software too low so that the software
thinks it cannot reach the host, even though it is because it is just slow and
didn't respond in time.
The german site is recommended for European users to upload to and the US site
for US users.
